The policy focuses on urbanization from two perspectives: benefits of urbanization and challenges arising from unmanaged urbanization, The NUP focuses on issues such as: infrastructure, land tenure reform, equity (in terms of health and income), and governance.

This is an Explicit NUP. PNG was the first Pacific Island country to develop a comprehensive NUP (with the assistance of the Australian Government).
